To use the public roads in Moldova, it is necessary to purchase an electronic road use certificate (vinieta) before entering the toll-liable section.

The vinieta is mandatory on national and republican roads as well, not only on motorways; roads within built-up areas and local roads are free of charge.
The obligation to pay applies exclusively to vehicles not registered in Moldova, bearing foreign licence plates. In the case of a passenger car, the fee is payable jointly for the vehicle and the trailer attached to it, no separate vinieta is required for the trailer.

Types of vinieta

For passenger cars, the vinieta can be purchased for the following periods:

  • 7-day vinieta
  • 15-day vinieta
  • 30-day vinieta
  • 90-day vinieta
  • 180-day vinieta
  • vinieta for a period exceeding 180 days – for each further 180-day period, even if only partially used

* The vinieta is valid from 00:00 on the selected start date until 24:00 on the last day; in the case of a same-day start, from the time of issuance of the payment confirmation.

The toll calculation is displayed by the system after the vehicle and journey details have been entered.

ℹ️ Online purchase and required data

Payment of the road use entitlement fee is made online. Registering the vehicle takes only a few minutes. The following data are required:

  • Licence plate number
  • Country of registration
  • E-mail address
  • Mobile phone number

When placing the order, the vehicle's licence plate number and the country of registration must be provided, then the start and duration of validity must be selected.
The system requests an e-mail address and a mobile phone number for contact purposes. Providing a mobile phone number is necessary because the link to the certificate is also sent by SMS, thereby ensuring that the user receives the certificate even if the delivery of the e-mail is impeded for any reason.

Upon successful payment, the system sends a receipt and a QR™ SMS code containing the vehicle's identification data and the validity period of the purchased entitlement.

⛔ Fines

The legislation (Article 287³ of the Contravention Code) sets out in detail the fines that may be expected if someone stays in the country without a valid vinieta:

  • The fine ranges between 45 and 180 conventional units, i.e. between 2,250 and 9,000 lei, depending on the length of the period without payment and on repeat offences.
  • Payment of the fine does not exempt from payment of the vinieta.

Here, through the registration portal, the required toll payment certificate can be obtained online within a few minutes, and it is recorded in the official register of AND – S.A. Administrația Națională a Drumurilor.

Components of the registration service

With us, the vinieta is available together with the Comfortia and Auxil services; their fee is part of the registration fee.

Under Comfortia – if you mistyped the data during the order – we will change the licence plate number, the country of registration, the vehicle category, the destination country or the start date of validity free of charge on one occasion; the system checks obvious typing errors automatically and, where necessary, manually as well. At least 24 hours before the start of validity, the order can be cancelled and the full amount refunded, with the exception of the annual e-vignette.

Under Auxil, if you receive a fine for a reason related to your order, we will provide legal assistance within 180 days of the order: we will act as your authorised representative before the competent authority, submit an appeal, and initiate a payment deferral or a reduction on equitable grounds. In justified cases, we may also reimburse the amount of the fine, up to a maximum of EUR 300.

Further details can be found in sections 4.1 and 4.2 of the General Terms and Conditions.
